【摘要】:ISO20858:2007establishesaframeworktoassistmarineportfacilitiesinspecifyingthecompetenceofpersonneltoconductamarineportfacilitysecurityassessmentandtodevelopasecurityplanasrequiredbytheISPSCodeInternationalStandard,conductingthemarineportfacilitysecurityassessment,anddrafting/implementingaPortFacilitySecurityPlan(PFSP).Inaddition,ISO20858:2007establishescertaindocumentationrequirementsdesignedtoensurethattheprocessusedinperformingthedutiesdescribedabovewasrecordedinamannerthatwouldpermitindependentverificationbyaqualifiedandauthorizedagency(iftheportfacilityhasagreedtothereview).ItisnotanobjectiveofISO20858:2007tosetrequirementsforacontractinggovernmentordesignatedauthorityindesignatingaRecognizedSecurityOrganization(RSO),ortoimposetheuseofanoutsideserviceproviderorotherthirdpartiestoperformthemarineportfacilitysecurityassessmentorsecurityplaniftheportfacilitypersonnelpossesstheexpertiseoutlinedinthisspecification.Shipoperatorsmaybeinformedthatmarineportfacilitiesthatusethisdocumentmeetanindustry-determinedlevelofcompliancewiththeISPSCode.Portinfrastructurethatfallsoutsidethesecurityperimeterofamarineportfacilitymightaffectthesecurityofthefacility/shipinterface.ISO20858:2007doesnotaddresstherequirementsoftheISPSCoderelativetosuchinfrastructures.Stategovernmentshaveadutytoprotecttheirpopulationsandinfrastructuresfrommarineincidentsoccurringoutsidetheirmarineportfacilities.ThesedutiesareoutsidethescopeofISO20858:2007.
